Chapter 111 – Use of Facilities Generally

A. Restrictions on Use of Facilities Generally

Although the Article I, Section 4 of the Bylaws provides that Active (and Emeritus, Complimentary and World Class Tennis Player) members have "full use of all facilities of the Club," that does not mean members are entitled to use all facilities without any restriction whatsoever. The following are examples of restrictions that are allowed:

• reasonable restrictions that apply to all members (such as closing at night and keeping members out of areas used exclusively by employees);

• allocating access to facilities or events that are over-demanded on a first-come-first-served reservation basis, or on some other basis that doesn’t require payment (like a random drawing);

• other reasonable restrictions for health or safety, or to protect the enjoyment of the facilities by other members (like keeping men out of the women’s locker room, making people pass a basic test to use a sailboat and prohibiting running on the pool deck); and

• while a facility is being used to provide an event or service to those paying a reasonable charge (like Mothers’ Day brunch or a tennis lesson), keeping out those who aren’t paying for the event or service where they would interfere with it.

B. Membership Cards; Entry to Club

On entry to the Club at the guardhouse, each member is expected to register his or her entry by scanning his or her membership card or fob, or by using the Club app on his or her smartphone. If the member does not have a card, fob or smartphone with the Club app, he or she must identify him or herself to the gate guard sufficiently to confirm he or she is a Club member.

C. Cell Phones

Talking on a cell phone or other electronic wireless communication device is not permitted anywhere at the Club except in the permitted locations referred to below. Audio must be turned off on all electronic and wireless devices including cellular phones, laptops and tablets, except when in a permitted location. Silent texting is permitted. Permitted locations are within three feet of a landline phone designated for member use and: (i) in the third-floor entry to the Club, the table across from the front desk; (ii) on the second floor, below the entry, the wall between the doors to the men's and women's restrooms; (iii) in the foyer outside the men's locker room, the electronic readerboard; and (iv) in the room outside the Pro Shop on the first floor, the back (West) end of the counter in front of the windows to the indoor courts.

Members are responsible for communicating this policy to their guests, nannies and others they host on Club property.

D. Parking Lot

1. Parking Enforcement. During high activity periods: security officers shall advise members and guests when they check in if the security officer witnesses a member or guest parked in violation of our rules with respect to location, size limitations in certain spaces and front facing only in the perimeter parking spaces. The hope is that the person will then return to the car to remediate the parking violation. If they do not, the security officer will report the violator’s name to management, who will then process it through our disciplinary action.

During low activity periods: security officers should patrol the parking lot for parking violations. If discovered, a parking violation (with no fine) will be placed on the windshield describing the nature of the violation. We will endeavor to keep track of multiple violators, who will be subject to the Club’s disciplinary process.

2. Non-Member Use of Parking Lot. Non-member bridge players, USTA/Cup team players and guests of members are allowed to park in the parking lot if space is available and staff determines that member parking will not be adversely affected. Staff is directed to continue controlling parking as needed for the benefit of the membership.

Staff may allow guests for weddings, banquets and special events held at the Club to park along the East and North walls of the parking lot, if they determine that member parking will not be adversely affected.

3. Dropping People Off.

(a) Preferred path. The following path should be used when dropping off a person at the Club from a car:

• after entering at the entrance (on the North side of the parking lot),

• drive the entire length of the North side of the lot, and around the permiter of the lot,

• so that the car approaches the guardhouse while traveling in a Westerly direction,

• then drop off the person at the guardhouse.

(b) Children. When dropping off children at the Club, members and other drivers must use the preferred path described above and must not drop off children at the street or in a parking stall. Other drivers may not be able to see children when backing out of stalls, entering or exiting through the gates or driving around corners in the parking lot.

4. Studded Snow Tires. Neither members nor guests may drive a vehicle equipped with studded snow tires or chains in the Club parking lot at any time.

E. Dogs

Dogs are allowed only in the kennels provided on the bike deck or, if the kennels are full, on the bike deck tied up away from pedestrian traffic. The General Manager may make exceptions in appropriate circumstances.

F. Smoking

Smoking of any kind is prohibited anywhere on the Club property. Any smoking adjacent to Club property must take place at least 25 feet away from doors, windows and vents. Vaping (e-cigarette smoking) is banned in King County in all places where cigarette smoking is banned, including the Club.

G. Concealed Weapons

Members and guests of members may not carry concealed weapons or firearms (whether or not concealed) on Club property.

H. Dress

1. Generally. Members are expected to wear appropriate attire in all areas of the Club (see specific rules regarding tennis attire in Chapter 120). Clean tennis attire and casual clothing are acceptable in all dining areas of the Club, with the exception of designated fine dining events and certain special events. An appropriate covering must be worn over bathing suits when entering or leaving the Club and in all dining areas (including the lawn) except the Snack Bar patio. Persons in bathing suits are not allowed in the clubhouse, except for the locker rooms. Those not dressed appropriately may be asked to move to another part of the Club, may be denied service or may be reminded of their non-compliance at the discretion of staff or the Board.

2. Annual Open House. Jackets are required for men, with comparable attire for women. No denim, flip flops or shorts.

15. Staff Changes. Staff may (i) close particular facilities and areas of the Club to facilitate special events and (ii) make changes in hours, in response to seasonal demands, weather conditions, particular events or otherwise, so long as consistent with other Club rules and policies and any action by the Board of Trustees.

Covid-19 Response:
The Club was closed effective at 10:00 pm on March 13, 2020 [3/12/20].
The outdoor tennis courts were reopened for play beginning May 19, 2020 following detailed written procedures and rules [5/18/20].
The pickleball court was reopened on June 1, 2020 with substantially the same procedures and rules used for the outdoor tennis courts [5/28/20].
Access to the grounds north of Courts 1-4 was reopened on June 1, 2020 with appropriate restrictions to ensure social distancing [5/28/20l
The boathouse was reopened on June 1, 2020 on a limited basis [5/28/20]
The Club elected to comply voluntarily with the Seattle & King County Department of Public Health Verification of Vaccine Order beginning October 25, 2021, and to require proof of vaccination or recent negative test from members and guests, as contemplated by that order, at the guard shack before entering Club grounds. J. Staff Rules

The General Manager is authorized to prescribe other reasonable restrictions on use of the facilities consistent with the foregoing and other Board actions, and may delegate this authority to other employees.
