The "100 Rules" are rules and policies applicable to members of the Club in their role as users and participants in activities. In general, these are the matters that are appropriate to publish or to distribute to members to advise them of the limits on their use of the Club, procedures that they should follow to present applicants for membership, and the like.
It should generally be assumed that these rules will be relied upon by members, and they should not be changed retroactively, but applied to members as written, with the understanding that fairness requires that exceptions and leeway be given in the application of rules where appropriate and that the rules shouldn’t be read entirely literally, but interpreted in light of their spirit and intent.
The "200 Policies" are rules, policies and procedures that describe the governance of the Club, or that are applicable to the Board and committees in making decisions and to members of the Club in their role as owners and controllers of the Club.
Exceptions. Individual exceptions from rules and policies (particularly in the case of 100 Rules) should not be made arbitrarily, but in an even-handed way. An exception should only be made after identifying the relevant circumstances that make it appropriate and acknowledging that if similar circumstances arise again, the same exception should be made in favor of another member. Where the circumstances are not unusual, a change in the written rules to "codify" the exception should be considered, so that it will clearly be applicable to, and known by, those who find themselves in similar circumstances in the future.
